The present assignment is part of the cooperation between GIZ and the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) in the framework of the regional project ‘Improving the governance of the RE and EE sector in West Africa’, which is jointly financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the European Union (EU).
It will cover i) the support to public and private stakeholders for the development of grid-connected RE projects in the ECOWAS region as well as ii) country-specific technical assistance (TA) for improving the enabling environment for grid-connected RE in selected member states in the period 05/2018 to 11/2020.
The consulting firm (CF) is expected to provide a pool of international and national short-term experts (STE) incl.
- A team leader who will coordinate the provision of the other STE (1.3 person months),
- Three to four technical RE experts (4 person months),
- One or two legal experts with experience in the renewable energy sector (1.8 person months)
- One or two financial experts/transaction advisors with experience with RE projects.
- A RE policy advisor for Anglophone countries (5 person months) and
- A RE policy advisor for francophone countries (5 person months).
The contract will also include a budget for national STE as well as travel and accommodation costs for the missions that will be conducted by the international STE.
